Let us approach the adequacy of this national institution jointly. It’s time!"
Seven years were passed since the constitutive assembly in the Palace Euskalduna, our intention was to carry out an assessment of the work concluded until now and to discuss and to decide like national institution of the strategy to affront the future. However, we couldn’t make it, since a Spanish court of exception conditioned our will by the threat of the force. However all these persons who wish impeach the Udalbiltza’s work must know that Udalbiltza will continue firmly in the defence of the Basque citizenship’s rights, so that all the citizenship from all Euskal Herria have all the rights, that agrees or no to the France and to the Spain. They must know that we’ll continue our work and our engagements and that the assembly will take place in fact.

By any way, we don’t underestimate what’s happened. By being the only national institution which regroups the municipal official elected from Euskal Herria, the aggression of today constitutes an attack against the right of this people to organize itself. One more: it’s not the first and, unfortunately, it won’t be the last. That’s why we should analyse what’s happened. Why couldn’t we hold the assembly now, when in 2004, we held we it without any problem, in Getxo, and the last year in Iruñea? What changed so that the Udalbiltza’s activity did become more dangerous?

It’s possible that the change don’t be still very evident, but it’s a movement with a big extend, that us should try to make irreversible. What seemed a dream some years ago became reality. Beyond all these obstacles, and more slowly and with a greater suffer that we wished, the difference is in the political process that Euskal Herria implemented to decide of its future and to organize freely.

Insofar as the process acquires a certain dimension, the Spanish government was implied, to deform it in its interest or, simply, so that cost the less. It’s conscious that the keys are in the territoriality and the right to decide and, for this reason, one resolved to attack the activity of a national institution which represents an Eusklal Herria and united and sovereign.

That’s like this we understand the prohibition imposed by the National Audience to the sitting of the assembly and, so, we see a new reason for the reorganization of Udalbiltza, since each time that they are caught some with the seed of a national institutional representation, they increase the Udalbiltza’s strategic importance.

On the one hand, the political time emphasizes the necessity of Udalbiltza and, on the other hand, the political time itself gave to the necessary conditions to gather all the Euskal Herria’s official elect. It’s the hour to take advantage of the conjuncture. Let us approach the adequacy of this national institution jointly. It’s time!

In the conviction that the hour of the engagement is come for all of us, we would like to finish this institutional declaration by a multilateral call:

- To the directions of the political forces present in Euskal Herria and at those who at the next elections will be candidates, in order that claiming their engagements to reinforce their relations and to attain a national institution which meets together all the town councillors.

- To the Basque citizenship, so that at this actual time so important, beyond all the obstacles, it implies itself in the Euskal Herria’s national construction and the dynamic which is open for the democratic surpassing of the political conflict.

- To the Euskal Herria’s political, social and trade-union actors and to those who work since the institutions, so that they assume the responsibility which is their in this crossroads and, by neglecting all interest of parties, so that they act like people and for the good of all Euskal Herria.

- To the two states which violate the rights which belong to us like people and like Basque citizens, in order that they recognize and respect Euskal Herria like subject of political rights .

- To the others nations of the world and, very especially, of Europe, so that they support and promote this political process, defending the recognition and the guarantee to the Basque citizenship of the rights retaken in the international treaties of right.

Finally, we thank all the people here brought together for their presence and, very especially, the town councillors so that they continue to work for a democratic process. With the rights like basis; for an Euskal Herria’s institution!
