The book "Euskal Herria datuen talaiatik 2006" (Euskal Herria in numbers 2006), elaborated by Aztiker Ikergunea and promoted by Udalbiltza, Gaindegia and the Assembly for the National Development, has been presented in the Martin Ugalde’s park. The main objective of this initiative is to offer an Euskal Herria’s complete photo, beyond the obstacles imposed by different administrative limits, to make the national statistics known up to date.
During the presentation the Udalbiltza’s president, Loren Arkotxa, emphasized that since its born in 1999, the Basque Assembly of Town Halls and Municipal Representatives "bet on the people’s recognizing’s right and, during the constitutive assembly in the Euskalduna’s Palace, the national institution already considered like an indispensable implement the elaboration of an Euskal Herria’s photography the more complete and the more transparent possible", and it’s in this context that intervenes the Euskal Herria datuen talaiatik 2006’s presentation.
Arkotxa emphasized "we have to know the social, economic and cultural reality from all Euskal Herria. We need of statistics, of economic variables, of demographic pyramids and of a lot of others datums which develop a six territories’ perspective. We don’t dispose today of a complete diagnostic because Euskal Herria has never had any occasion to look at itself in its own mirror".
In that, he said that "this reflection could be framed in a context more vast because the statistics are estimated too at the international level to favourite the peoples’ development” quoting the United Nations Organisation and its declaration about “the statistic information is a fundamental base for the economic, demographic, social, environmental development bearable. It constitutes a necessary implement for the knowledge’s diffusion, the exchange between different states and world’s peoples and the commercial activity".
Arkotxa added "for a nation without state like Euskal Herria, which is implicated in the national construction, to dispose of proper means to know the reality is a big progress since it’s an implement to know the various demographic, social, economic, linguistic, cultural, environmental… circumstances to envisage the future on this base. Besides, the statistics constitute a mean to know too the Euskal Herria’s intern diversity and to put our people in the European context like in the worldwide level".
In this context, with the firm intention to face the deformation what suffered the Euskal Herria’s photography during centuries, Udalbiltza made a clear bet on the statistics’ elaboration in all Euskal Herria. "Almost seven years passed since we took this decision and, even if there’s still a lot to do, we believe that the way covered year after year and the projects promoted modelled on a significant corpus", emphasized the Udalbiltza’s president, who reminded some of the most significant initiatives in these work’s years:
2001-2002: Reflection on the statistics’ unification’s methodology and the Euskal Herria’s statistic’s service.
2002: Book "Euskal Herria datuen talaiatik".
2003-2004: Euskera’s base of donnees 1.0.
2004-2005: Web Datu Talaia.
2005-2006: Agricole returns’ unification.
"The Basque socio-politic frame has varied considerably since 1999, but in the national construction we’ve notably advanced too. The initiative enterprise in 2001 in collaboration with Aztiker Ikergunea has had a permanent continuity and Udalbiltza found too who to collaborate with in this domain: the observatory for the Euskal Herria’s social and economic development (Gaindegia) and the assembly for the National Development. Actually, these organisms are two realities which subscribed each one strategic agreements with Udalbiltza, and the book who’re presenting today is one of this mentioned collaboration’s result", remarked Arkotxa.
By his way, the book "Euskal Herria datuen talaiatik 2006" means "the double expression of the engagement took by Udalbiltza for the Basque citizens’ rights: on the one hand, it constitutes an implement for the national construction which will contribute to determine the policies, priorities and interventions, and, on the other hand, a contribution for the objectivation and a recreation of the Euskal Herria’s collective subjectivity, its reflect: three millions of residents, 685 communes, seven territories, a nation".
