2nd Udalbiltza General Assembly. Kursaal Palace
In view that towards the end of the year Udalbiltza activity was still at a halt and the serious decisions made by the Executive Committee, the Movement of Elected Representatives for Udalbiltza proceeded to collect signatures in order to call a general assembly.
According to the call, the assembly would take place on February 24, 2001 in the Kursaal Palace in Donostia.
In the absence of any internal rules and regulations, it was deemed necessary to carry out an analogous interpretation of town hall regulations, these being the closest to Udalbiltza. It must therefore be taken into account that the celebration of an extraordinary session at the town hall is compulsory if 25% of the councillors demand it; in addition, these meetings are completely valid as long as one-third of the councillors are present at the meeting, even if the mayor is absent. The call for the assembly was subscribed by 952 municipal representatives, more than half of those present at the Euskalduna Palace; of these, 713 representatives took part in the assembly, which is an ample proportion of previous attendance to validate the decisions taken at the Kursaal. Therefore, both the call and the assembly itself were fully legitimate.

On carrying out an assessment of the situation, the various circumstances suffered by Udalbiltza throughout its history came to the fore, as well as the need for a solid management project. Following the ratification of the declaration and the aims passed at the Udalbiltza Constituent assembly, a basic diagnosis of the situation in each field was presented. In addition, the projects to be carried out during 2001 and the budget for the year were passed. Finally, 11 work committees were created so as to truly vertebrate cooperation among municipal representatives and a new Executive Committee was appointed to coordinate the projects that had been passed.
In response to a request sent to Udalbiltza by a large section of the Basque population, the assembly held at the Kursaal Palace agreed to create and deal with all procedures relating to the EHNA (Basque Identity Document. The Executive Committee also undertook a commitment to prepare the internal regulations within two months.
The General Assembly of 24 February 2001 restarted Udalbiltza and the institution acquired the shape and the regulations which it had lacked until then.
