On Aberri Eguna, 2003, the National Debate Forum driven by Udalbiltza publicised the work it had carried out during the previous nine months, the Joint Proposal for Nation Building and Conflict Resolution. In the framework of the Proposal for Nation Building, in the section dealing with national institutionalisation, there was a proposal to reorganise Udalbiltza, which the Basque Assembly of Elected Municipal Representatives took on during Aberri Eguna.
Thus, a series of initiatives were developed towards the restructuring of Udalbiltza: assemblies and meetings, support gathering among elected representatives in the Basque Country… We could say that the reorganisation of Udalbiltza became the main objective.
