Udalbiltza’s reflection at the occasion of the Nafarroa’s Day (2006-04-28)
“After the Aberri Eguna’s success, the Nafarroa’s Day of this year permits us to continue in the defence of our people and citizens’ rights. Nafarroa represents the Euskal Herria’s historic sovereignty and the all citizens’ right to take part in the process. If we want to obtain the definitive conflict’s resolution, this last hasn’t to be the problem’s presumed origin but to become its resolution’s true key”.

The Nafarroa’s Day arrives 15 days after the Aberri Eguna. For Udalbiltza the two dates were important and totally complementary, but still more actually. For this reason, more than calling the basque citizens to go this sunday in Baigorri, Udalbiltza has resolved to make its opinion known about the acts held at the Aberri Eguna’s time, the time we’re living and the Nafarroa’s importance.

At this moment where we’re at the process’s starting-point which could give rise to the surpassing of this politic, historic and international conflict, with the rights’ charter in the hand, Udalbiltza took at the 2006’s Aberri Eguna, an engagement for the basque citizenship’s rights: and the 8000 citizens who participated in the about hundred acts held in the seven territories and the 4000 people who gave them rendezvous in the Anaitasuna testify of it. Udalbiltza was the actor which brought together the most of citizens during this Aberri Eguna, which constitutes a good starting-point for the dynamic we want to favour for the politic recognition of our people and of our citizens. The collaboration established in a lot of communes between elect from different sensibilities give us to hope, and, more than emphasizing the necessity to succeed in the materialisation of the Assembly for the National Development’s proposition for an worthy and united Aberri Eguna, we’re demonstrating our will to attain this objective.

We have estimated necessary to continue on the basque citizenship’s rights’ way during the Nafarroa’s Day. Nafarroa represents the Euskal Herria politic international recognition. Beyond of lyric maternities and melancholic hearts, it constitutes the conflict’s key: a sovereignty’s and territoriality’s faithful reflect. The hot debate provoked these last days and the interests appeared to let Nafarroa out of the process are demonstrating the Nafarroa’s politic importance. In front of this, Udalbiltza’s revealing what’s following: to determinate the way, the calendar and the subjects to treat on the base of the french and spanish governments’ interests is unacceptable. To be democratic, all the basque citizens have to be recognized in their right to take part in the process and it belongs to them only to establish the dates and the contains, without any exclusion for ideology’s or territory’s reasons.

Nafarroa can’t be in any way a money of exchange. Nafarroa has to recover the place which corresponds with its own in the Euskal Herria’s politic future, insofar as it’s the expression of historic recognition of this people’s sovereignty, and the Nafarroa’s Day is a very good occasion to remind it: the Nafarroa’s Day, of Nafarroa Garaia and Nafarroa Beherea, in front of the Spanish Kingdom and to the French Republic.

Though with a different intensity, the lack of adequation to the frame in force be a discusses’ subject in all Euskal Herria and, in particular, the day before this year’s Nafarroa’s Day, in the both Nafarroas. Today, here, in Baigorri, in view to put a term to the situation which involved the politic elimination of Nafarroa there’s now 200 years and to obtain the recognition by the French State of the Euskal Herria’s territoriality and institutional character, we’ve begun a signature’s big collect. On the other hand, it’s evident that the Nafarroa’s future transformed itself in state’s question, so in Madrid than in Iruñea.

The peace and the democracy have to arrive in Euskal Herria, but they could arrive after the process’s success. For this reason, at the moment where the process is opening, the democratic legitimacy which is missing to this juridical frame can’t be offered, we can’t attribute the judges’ condition to states which deny our people’s rights. If we want to obtain a definitive conflict’s resolution, Nafarroa has not to be the problem’s presumed origin but its resolution’s true key. There’s no more place for the pseudo-solutions and the deceits like in 1839-1841, in 1931-1932 and in 1978-1982 neither to turn citizens’ back.
